Since 1973 the world economy has been characterized by a relatively slow pace of expansion in output and trade, accompanied by high unemployment and strong inflationary pressures. With this has gone an emerging energy problem, monetary instability, a growing pressure for protectionism, a declining demand for certain products and a change in the pattern of the international movement of labour and capital.In this article, the consequences of these international features for the Flemish economy are analysed. From this analysis, it has (...) become clear that the international economic crisis has revealed more clearly the structural problems of the Flemish economy, especially in the field of economic growth, competitiveness, pattern of investments and industrial structure. This has resulted in a very high unemployment rate, which moreover will probably not disappear with an eventual improvement of theinternational economic situation : whereas the Flemish economy has gained largely from the oil based industrial expansion, it is not participating at present in the socalled third, by sofisticated technology led industrial revolution.Consequently, more and more labour-intensive activities are taken over by less developed countries, whereas some of the capital-intensive industrial sectors have to cope with a growing technological gap.To stem this unfavourable development, there is an urgent need for a powerful and planned structural policy, which must as a matter of priority force back the unemployment rate to an acceptable level. In this context, regionalisation might be a powerful instrument, as it offers to the regions the possibility of creating own solutions for their own problems. (shrink)

This article covers the voting behaviow- of the three major belgian parties: CVP, BSP and PVV during three legislatures in which all three partieswere twice in government and once in the opposition.The cohesion between the government parties bas been very high. This is also the case within each party. Deviations from the so-called «partyline» are minimal, especially within the socialist party.Looking at the final votes, two voting patterns dominate : government versus opposition and unanimity.All amendments, except those introduced by the (...) government, were rejected. The major conclusion is that the role of the public session of the House is reduced to a mere registration function. (shrink)

Pleidooi voor een drastische heroriëntatie in het denken omtrent de manier waarop de mens de afgelopen tijd met zijn milieu is omgesprongen.

This paper combines reflections on the current “state of war” in the Middle East with an epistemological discussion of the meaning and implications of the category “war” itself, in order to dissipate the confusions arising from the idea of a “War on Terror.” The first part illustrates the insufficiency of the ideal type involved in dichotomies which are implicit in the naming and classifications of wars. They point nevertheless to a deeper problem which concerns the antinomic character of a collective (...) institution of violence. The second part discusses the extent to which, in spite of the historical transformations in the means and political objectives of wars, the contemporary confrontation still obeys the rules of warfare described by Clausewitz, particularly with respect to temporality (“friction”). The third part discusses “non‐clausewitzian” aspects of the “new wars” defined by Martin Van Creveld and Mary Kaldor, while suggesting that they have left aside the most salient contradiction illustrated by the US interventions, which results from the combination of a claim to universal sovereignty and a reduction of war to generalized police operations. De alledaagse leefwereld. Dingen die we zien en horen. De hedendaagse mens wordt opgeslokt door de consumptiecultuur van de markteconomie en verkeert haast permanent in een virtuele werkelijkheid. Individualisme. De liefdesrelatie als meest basale vorm van gemeenschap is hierdoor op de helling gekomen. Welke therapeutische perspectieven kunnen we verbinden aan de gestelde diagnose? We zijn aangewezen op een mentaliteitsverandering, die wordt bepaald door het ‘morele kapitaal’ waarmee een gemeenschap kan voortbestaan. De auteur opereert binnen de traditie die Montaigne en Kierkegaard (...) introduceren en waaiert voortdurend uit door geregeld zijn rol als dienende gastheer voor die van zoekende filosoof te verruilen. Hij laat tijdslijnen door elkaar lopen. Toch is sprake van intrinsieke ordening: ideeënimprovisaties worden weerspiegeld in een afwisseling tussen levende herinneringen en abstracte argumenten. Zo krijgt de alledaagsheid een filosofische lading. Kleine verhalen en anekdotes zijn nodig om grote verhalen een persoonlijk karakter te geven. Aldus ontstaat een collage, waarin niets is gelogen, maar alles is verzonnen. Een waargebeurde, fictieve levensgeschiedenis op grond van herinneringen, een portret waarin verslag wordt gedaan van een gedreven zoektocht naar zinvolheid. De lezer is genoodzaakt zich te laten meevoeren over hoofd- en zijwegen, bemodderde bospaden, drassige velden, gevaarlijke bochten, grillige slingerpaden, solide bruggen en wankele bruggetjes. The French Code civil , including the tradition of legal practice and scholarship it stands for, is the child of two parents: Enlightenment and Restoration. They came together in the person of Jean Etienne Marie Portalis (1746-1807), who was the main drafter of the code under Napoleon. I want to investigate which line of philosophical argument he followed in uniting the two and critically assess the value of this argumentation. In section 1 I briefly sketch the codification of civil (...) law in the (post-)revolutionary setting of the time, as well as Portalis’ philosophical background. Section 2 turns to the principled and wide-ranging discourse he delivered at the occasion of the formal presentation of the draft civil code to the legislature. This discourse, in turn, found its deeper roots in an extensive treatise that he wrote prior to the former, on the use and abuse of reason in times of Enlightenment (Section 3). I will focus, in particular, on the twin concepts of knowledge (section 4) and nature (section 5) in this treatise. From this vantage point, section 6 analyzes the eclectic way in which Portalis uses his philosophical godfathers Montesquieu and Rousseau, while section 7 shows why his preoccupation with the protection of established property rights can explain such eclecticism. Section 8 takes stock and submits that at least one of Portalis’ arguments presents a real challenge to Enlightenment philosophy up until the present day. (shrink)

Étienne Souriau was a refined and demanding thinker, with an aristocratic demeanour, far removed from the currents of ideas dominant in his time. A difficult and erudite author, out of tune with the times he lived in, he would seem the least likely candidate to appeal to a hurried and globalised public like that of the twenty-first century. A sophisticated representative of a rationalist positivism, no stranger to the Husserlian canon and not even insensitive to the motivations dear to the (...) gnoseological debate of Cartesian and Kantian matrix (as well as to the major themes of classical metaphysics), Souriau pursues the ideal of a constructive philosophy, capable of understanding – and at the same time favouring – the advancement of the creative process conceived as a set of poetic acts and progressive dynamic operations. In his texts, Souriau is attentive to grasping the correspondences, exchanges and reciprocal transitions between one mode of existence and another, as well as the resonances between the various art forms in the different fields of knowledge, testing an original method that is epistemologically very fruitful. The aim of this monographic issue of Aisthesis dedicated to Étienne Souriau is to explore his thought in its multiple aspects, in order to measure its topicality in relation to the themes and problems that characterise contemporary philosophical debate, with particular reference to aesthetics and ontology as well as to the dense network of connections between the two fields. One of the most interesting characteristics of Souriau’s thought that has stood the test of time would appear to be its multifacetedness: the quality of lending itself to being applied even to spheres that are apparently very distant from reflection on art, such as cultural anthropology, political philosophy or morality. It seemed to us that it largely owes its relevance precisely to the intersections between one field of knowledge and another. The issue contains twelve contributions on Souriau that explore his main aspects in depth. They range from analyses devoted to the architecture of Souriau’s thought (his general philosophy) in the essays by Dominique Chateau and Filippo Domenicali, which can furnish a useful overall picture of the man, to essays that attempt to focus on the more properly ontological core of this thought, such as those devoted to the arabesque motif (Luigi Azzariti-Fumaroli), the theory of the soul (Sjoerd Van Tuinen) or the multiplicity of worlds (Noëlie Plé). Interspersed between these are contributions that focus more on the comparison between Étienne Souriau’s thought and the philosophers of his time, such as Dufrenne (Maryvonne Saison), or with well-known later philosophers who explicitly referred to him, prolonging his creative impetus, such as Gilles Deleuze (Casey Boyle) and Bruno Latour (Aline Wiame), the true architect of the current Souriau “comeback”. Finally, in addition to essays of a more theoretical nature, there are contributions that attempt to re-evaluate certain aspects of Souriau’s aesthetics, such as the fruitfulness of the cues that can come from his thought for the debate on animal aesthetics (Maddalena Mazzocut-Mis and Andrea Scanziani), or the possible topicality of his theory of forms (Isabelle Rieusset-Lemarie). In the “Miscellaneous” section, this issue hosts a number of studies that aim to explore the aesthetic implications of new technologies, the themes of ecological aesthetics, as well as to offer an unusual profile of Baumgarten. Kant’s discussion of the highest good is subject to continuous disagreement between the proponents of two interpretations of this concept. According to the secular interpretation, Kant conceived of the highest good as a political ideal which can be realized through human agency alone, albeit only from the Critique of the Power of Judgement onwards. By way of contrast, proponents of the theological interpretation find Kant’s treatment of the highest good in his later works to be wholly coherent with the discussions (...) of this concept found in the second Critique. In their view, however, Kant never conceived of the highest good as a political ideal, and some go as far as to argue that it is the work of God alone. In this article, I defend a theologico-political account of the highest good that avoids the pitfalls of both readings. (shrink)

Western European liberal democracies have recently enacted laws that prohibit the diffusion of fake news on social media. Yet, many consider that such laws are incompatible with freedom of expression. In this paper, I argue that democratic governments have strong pro tanto reasons to prohibit fake news, and that doing so is compatible with free speech. First, I show that fake news disrupts a mutually beneficial form of epistemic dependence in which members of the public are engaged with journalists. Second, (...) I contend that laws against fake news enhance rather than thwart personal autonomy. If these suggestions are plausible, then the same considerations about truth and autonomy that underpin the value of free speech give us reasons to prohibit fake news. (shrink)

If citizens are to make enlightened collective decisions, they need to rely on true factual beliefs, but misinformation impairs their ability to do so. Although some cases of misinformation are deliberate and amount to propaganda, cases of inadvertent misinformation are just as problematic in affecting the beliefs and behavior of democratic citizens. A review of empirical evidence suggests that this is a serious problem that cannot entirely be corrected by means of deliberation.

First published in French in 2010, _Equaliberty_ brings together essays by Étienne Balibar, one of the preeminent political theorists of our time. The book is organized around _equaliberty_, a term coined by Balibar to connote the tension between the two ideals of modern democracy: equality and liberty. He finds the tension between these different kinds of rights to be ingrained in the constitution of the modern nation-state and the contemporary welfare state. At the same time, he seeks to keep rights (...) discourse open, eschewing natural entitlements in favor of a deterritorialized citizenship that could be expanded and invented anew in the age of globalization. Deeply engaged with other thinkers, including Arendt, Rancière, and Laclau, he posits a theory of the polity based on social relations. In _Equaliberty_ Balibar brings both the continental and analytic philosophical traditions to bear on the conflicted relations between humanity and citizenship. (shrink)

In this contribution, Balibar follows his seminal 1993 work applying the notion of the transindividual to Spinoza’s work, to produce a broader history of thinking the transindividual that brings both Karl Marx and Sigmund Freud into relation with Spinoza, devoting a section to each of these thinkers. Balibar positions the notion of the transindividual, here, as a solution to the opposing ontological errors of philosophical individualism that fails to attend to the social constitution of the individual, and the social organicism (...) that reduces the individual to the effect of larger forces. For Balibar, following Gilbert Simondon, the individual is to be understood as always already extending beyond themselves. (shrink)

Etienne Balibar, one of the foremost living French philosophers, builds on his landmark work 'Spinoza and Politics' with this exploration of Spinoza's ontology. Balibar situates Spinoza in relation to the major figures of Marx and Freud as a precursor to the more recent French thinker Gilbert Simondon's concept of the transindividual. Presenting a crucial development in his thought, Balibar takes the concept of transindividuality beyond Spinoza to show it at work at both the individual and the collective level.

étienne Balibar has been one of Europe's most important philosophical and political thinkers since the 1960s. His work has been vastly influential on both sides of the Atlantic throughout the humanities and the social sciences. In We, the People of Europe?, he expands on themes raised in his previous works to offer a trenchant and eloquently written analysis of "transnational citizenship" from the perspective of contemporary Europe. Balibar moves deftly from state theory, national sovereignty, and debates on multiculturalism and European (...) racism, toward imagining a more democratic and less state-centered European citizenship. Although European unification has progressively divorced the concepts of citizenship and nationhood, this process has met with formidable obstacles. While Balibar seeks a deep understanding of this critical conjuncture, he goes beyond theoretical issues. For example, he examines the emergence, alongside the formal aspects of European citizenship, of a "European apartheid," or the reduplication of external borders in the form of "internal borders" nurtured by dubious notions of national and racial identity. He argues for the democratization of how immigrants and minorities in general are treated by the modern democratic state, and the need to reinvent what it means to be a citizen in an increasingly multicultural, diversified world. NGOs have taken a dominant position in setting the agendas of Corporate Responsibility and Socially Responsible Investment matters, thereby skewing the efforts of corporates to limit negative externalities towards their own agendas. As the latter remain to a certain extent unpredictable, corporates must deal with an information asymmetry. This situation can be explained by the historically defensive nature of Corporate Responsibility codes established by companies under pressure of the NGOs. In this paper, I contend that only a new approach to (...) Corporate Responsibility could reverse this asymmetry: one where the social responsibility matters are articulated in a political debate between all stakeholders of a company and where conflicting interests are addressed in a deliberative process. To this end, the corporate world and the NGOs need to understand the need for a larger debate that includes all relevant stakeholders defined as the Public in the sense of Dewey. Latour and the Actor-Network theory provide us with a workable framework to structure such a dialogue, where participants have the authority and legitimacy to speak for the Public. (shrink)

Aristotelian virtue theorists are currently engaged in a discussion with philosophers who use psychological findings to question some of their main assumptions. In this article, I present and argue against one of these psychological challenges—Jesse Prinz’s Normativity Challenge—which rests on the claim that findings in cultural psychology contradict the Aristotelian thesis that the normativity of virtues derives from nature. First, I demonstrate that the Normativity Challenge is based on three problematic assumptions about contemporary Aristotelianism. Second, I argue that it presupposes (...) the truth of a metaethical framework that Aristotelians reject: moral relativism. (shrink)
